“Equality may be a fiction but nonetheless one must accept it as a governing principle.” Said B. R. Ambedkar. While we all visualize central universities to be epitome of equal opportunities, inclusiveness and highest standards of education in India, the exception seems to be Central University of Gujarat as far as equality is concerned.
Utsav Vijay, a student from Schedule Caste has filled a caste-based atrocities complaint against the Controller of Examination (CoE), Dr. Sanjeev Kumar Dubey and against Prof. S. A. Bari, Vice chancellor and Prof. N. Rajaram as Registrar for shielding the perpetrator of caste atrocities. This complaint was filed with the National Commission for Schedule Castes on behalf of eight SC students.
The alleged caste atrocities incident was described in detail in the complaint and cited are:
- When one SC student met Dr. Dubey for discussing the grievances of Dalit students in relation to examination in the university, Dr. Dubey allegedly humiliated the student and told him how dare he came to his cabin. In addition to barbarian caste atrocities, the student was asked to leave the CoE cabin in the most dishonoring manner.
- The concerned SC student complained to Prof. Rajaram, the Registrar of the university but he was later threatened by Prof. Rajaram who not only dismissed his complaint but started putting pressure him not to pursue the case.
- A group of eight SC students then wrote another complaint to the SC/ST Liaison Officer of the university but also their complaint and concern were not investigated. Despite several pursuance with Prof. S. A. Bari, the VC, the alleged perpetrator of atrocities, Dr. Dubey was promoted to professor. This is despite the university keeping promotion of another associate professor on hold in view of similar complaint.
- According to the complaint, the caste atrocities case was also sent to the President, Union HRD Minister and UGC.
The complaint to the National Commission demanded judicial probe into this incident of atrocities against SC students by Dr. Sanjeev Kumar Dubey for justice and adequate protection to the student victims while it requested initiation of punitive legal actions forthwith against Prof. S. A. Bari and Prof. N. Rajaram for their willful lack of any action to address the complaint of atrocities against Dr. Sanjeev Kumar Dubey and for protecting the perpetrator of caste atrocity.
