Criteria for Nursery Admission in Schools of Delhi.

Delhi government has fixed an upper age limit to be followed by private unaided schools for admission to entry level classes with the maximum age for nursery admissions being set at four years.

“In accordance with the Delhi School Education Acts and Rules (DSEAR) 1973, the minimum age limit for admission in pre-school, pre-primary and class -I are prescribed as 3 years, 4 years and 5 years respectively as on March 31 of the year in which admission is being sought,” an official notification by the Directorate of Education (DoE) said.

“Now, the competent authority has fixed the upper age limit for admission in entry level classes as – 4 years for pre-school, 5 years for pre-primary and 6 years for class I,” it added.

The upper age limit for admission in entry level classes for differently abled children have been decided as 5 years, 6 years and 7 years respectively.

“The heads of the schools are directed to note that the relaxation in upper age limit to children with mental disabilities shall be allowed as a rule and that rejection of an application for admission should be based on valid grounds and a speaking order shall be passed by the principal,” the circular sent to schools said.

Explaining the move, a senior DoE official said, “the lower limit for admission was already fixed at three years, but there was no upper age limit for admission. Logically, it makes sense for children of a particular age group to be in a particular class.”

Few Points are clarified like

1. School Shall not conduct any interview or interaction with the child, no observation of child in formal or
informal conditions.School Shall not conduct any interview of/with the Parent(s)/Guardian(s).However school
can have informal interaction with the parent(s)/guardian(s) in advance.
2. No lottery system
3. Distribution of registration forms for admission shall be done from15th December to 31st December.
4. Filled up forms shall be accepted at the school till 7th January.
5. First list and Waiting list(second list) of selected candidates should be displayed on 1st February.
6. Third list , if any on 28th February
7. Fourth list, if any on 15th March.

The proposal to eliminate interviews/observations of children and interaction with parents is a step in the right direction. The process of interview subjects the tiny tots to a lot of tension and anxiety. Further, if they are not selected after attending the interview, they experience a sense of rejection which is contrary to all sound educational principles. There is potential in every child and it is the school’s and society’s responsibility to draw out this potential and look to the healthy growth and development of every child including those with special needs and the economically or socially deprived sections bearing in mind the value of inclusively in education. If children are not to be interviewed, what are the alternative methods of selection? This question received considerable attention of the committee. The order of the court has enumerated the following three basic criteria for evolving a common admission procedure: • The entire process leading to the admission of tiny tots should be transparent. • The system of interview should be eliminated. • Discretion of the Management/Principal is minimized.

The school would assess the applicants on a scale of 1 to 100 in the following manner:
(a) Under the neighbourhood head, an applicant staying within a radius of 3 kms will get the maximum of 20 points. Less weightage has been proportionately assigned to those living farther off, upto the distance of 10 km. from the school and no weightage be given for those living beyond that distance.
(b) A sibling will get 20 points.
(c) Under alumni category, if the father or mother is an alumni, 5 points each will be given and if both are alumni, 10 points will be given.
(d) Any child who is physically disabled or any child with special needs will get 5 points.
(e) Under educational qualification, a maximum of 20 points will be awarded depending on the parents’ level of qualification.

In the case of single parent weightage given for educational qualification will be doubled.
a) A girl child will get 5 points.

b) Under school specific parameters which the school will decide, 20 points will be given. The weightage under school specific parameters should, in no case, be used for any sort of interview or interactive session with parents/children.

Thus fully taking into consideration the several weightage points that deserved inclusion, the committee is recommending the following specific matrix for calculation of weightage points:

List of Supporting Documents to be Produced by the Parents at the Time of Admission
1. Date of Birth Certificate of the Child
2. Medical Certificate of the Child (for children with special needs)
3. Pass Out Certificates of Father/Mother (School, Graduation, Postgraduation etc.)
4. Proof of Residence
5. Proof for Sibling (wherever applicable)
6. Proof for Alumni (wherever applicable)
7. Proof for any other criteria that the school may decide for the allocation of 20 points under School Specific Parameters
